This video clears up a couple questions which puzzled AKSARBENT about Mike McQueary's role in this affair. Turns out that McQueary DID notify the police as well as Paterno. Earlier, Penn State campus police investigated a 1998 incident with Sandusky but a DA did not press charges. Campus police can be more interested in protecting their university than in pursuing justice, according to this NYT article.
